Summary: This pamphlet gives procedures and prescribes the method of developing, changing, and controlling officer, warrant officer, and enlisted military occupational classification structure.

Applicability: This pamphlet applies to the active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated. It applies to all proponent agencies responsible for military occupational structure and classification. During mobilization, chapters and policies ( AR 611-1 ), for this regulation may be modified by the proponent.

Proponent and Exception Authority: The proponent of this pamphlet is the Deputy Chief of Staff, G-1 . The proponent has the authority to approve exceptions to this regulation that are consistent with controlling law and regulation. The Deputy Chief of Staff, G-1 may delegate this approval authority, in writing, to a division chief within the proponent agency in the grade of colonel or the civilian equivalent. The Deputy Chief of Staff, G-1 has granted a waiver of publishing this pamphlet by providing immediate access to changes to this pamphlet by providing the following internet Web site address https://smartbook.armyg1.pentagon.mil/ . This Web site address will link Army agencies and other users worldwide with access to the most current approved changes. It is essential that these changes to the officer, warrant officer, and enlisted structure be made available so implementation time lines will support the Office of the Deputy Chief of Staff, G-3/5/7 Command Plan process.
