Summary: This regulation prescribes policy on the U.S. Army Reserve mission, its organization, and training.

Applicability: This regulation applies to the U.S. Army Reserve and the Active Army. It does not apply to the Army National Guard.

Proponent and Exception Authority: The proponent of this regulation is the Chief, Army Reserve. The Chief, Army Reserve, has the authority to approve exceptions to this regulation that are consistent with controlling laws and regulation. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency who holds the grade of colonel or the civilian equivalent.

Army Management Control Process: This regulation does not contain management control provisions.

Supplementation: Supplementation of this regulation and establishment of command and local forms are prohibited without prior approval from HQDA (DAAR-OP), Washington, DC 20310-2400.

Suggested Improvements: Users are invited to send comments and suggested improvements on DA Form 2028 (Recommended Changes to Publications and Blank Forms) directly to HQDA (DAAR-OP), Washington, DC 20310-2400.

Distribution: Distribution of this publication is available in electronic media only and is intended for command levels A for the U.S. Army Reserve, B for the Active Army, and D for the Army National Guard of the United States.

This regulation supersedes AR 140-1, 1 September 1994.
