Summary: This regulation implements the entitlements to travel overseas prescribed in chapters 4, 5, 6, and 7 of the Joint Federal Travel Regulations, Volume 1 . In addition, this regulation implements policy in DoD 4500.54 .
Applicability: This regulation applies to the Active Army, the Army National Guard, and the U.S. Army Reserve. This regulation is applicable during mobilization.
Proponent and Exception Authority: The proponent of this regulation is the Deputy Chief of Staff for Personnel. The proponent has the authority to approve exceptions to this regulation that are consistent with controlling law and regulation. Proponents may delegate the approval authority in writing, to a division chief within the proponent agency who holds the grade of colonel or the civilian equivalent.
Army Management Control Process: This regulation contains management control provisions according to AR 11-2 and contains checklists for conducting management control reviews.
Supplementation: This regulation may be supplemented by major Army overseas commanders if required. One copy of each supplement will be furnished to HQDA (DAPE-MBB), WASH DC 20310-0300. Other supplementation or establishment of command or local forms is prohibited without prior approval from HQDA (DAPE-MBB), WASH DC 20310-0300.
