Subchapter 2. Agency Regulations Governing Ethical and Other Conduct and Responsibilities of Employees

2-1. GENERAL

The regulations pertaining to ethical and other conduct of civilian employees are set forth in AR 600-50.

Appendix E contains guidance for administering the indebtedness standard cited in paragraph 2-8 of AR 600-50, including instructions covering the handling of debt complaints.

2-11. MISCELLANEOUS STATUTORY AND NONSTATUTORY PROVISIONS

a. Requirement.

(32) The provisions of PL 100-180, section 637, and DOD Directive 1400.33 prohibit any DA official, military or civilian, from directly or indirectly impeding or otherwise interfering with the right of a soldier's spouse to be employed, attend school, or perform volunteer services on or off a military installation. Moreover, no DA official shall use the preferences and requirements of the Army or any other DOD component to influence, or attempt to influence, the employment, educational, or volunteer service decisions of a spouse. Neither such decision of a spouse, nor the marital status of a soldier, shall affect, favorably or adversely, the performance evaluations, assignment, or promotion opportunities of the spouse in question. Violations of this provision provide a basis for disciplinary action under chapter 751 of this regulation.
