Summary: This regulation prescribes policies, responsibilities, and procedures for ordering individual soldiers of the Army National Guard of the United States (ARNGUS) and the U.S. Army Reserve (USAR) to active duty other than during a Presidential Selected Reserve Call-up, Partial or Full Mobilization. Active duty includes extended active duty (EAD) with the Active Army, temporary tour of active duty (TTAD), and active duty in a captive status (ADCS).

Applicability: This regulation applies to all Army National Guard of the United States and U.S. Army Reserve soldiers except for those shown in paragraph 1-1b . During mobilization, chapters and policies contained in this regulation may be modified by the proponent.

Proponent and Exception Authority: The proponent of this regulation is the Deputy Chief of Staff for Personnel (DCSPER). The DCSPER has the authority to approve exceptions to this regulation that are consistent with controlling law and regulation. The DCSPER may delegate this authority in writing to a division chief under his or her supervision within the proponent agency in the grade of colonel or the civilian equivalent.

Army Management Control Process: This regulation contains management control provisions, but does not identify key management controls that must be evaluated.

Supplementation: Supplementation of this regulation and establishment of command and local forms are prohibited without prior approval from HQDA, ODCSPER. Send requests to Office of the Chief, Army Reserve, ATTN: DAAR-PE, 2400 Army Pentagon, Washington, DC 20310-2400.

Interim Changes: Interim changes to this regulation are not official unless they are authenticated by the Administrative Assistant to the Secretary of the Army. Users will destroy interim changes on their expiration dates unless sooner superceded or rescinded.
